The government's investment programme may be larger than its published booklet: 37 fact sheets are public, yet an official spoke of around 100 projects at the April 2026 forum. What each number refers to, and what to ask.

Not investment advice. Independent analysis of public sources. The Government of Somalia has not endorsed it. Nothing here questions the good faith of officials; the aim is to help readers use the right number.

Summary

The government's investment programme may hold more opportunities than its published booklet shows. The Bankable Projects 2026–2030 booklet contains 37 fact sheets, but at a two-day investment forum in Mogadishu on 18 April 2026 the planning ministry's Director General spoke of around 100 projects being presented to investors (Dawan).

What Xidig found:

  • Only 37 are published. The booklet on SOMINVEST's website has 37 fact sheets, with clearly printed costs for 33 of them that add up to about US$3.49 billion (Xidig's sum). An earlier copy seen by Xidig listed 39 projects and US$3.9 billion.
  • No list of 100 has been published. SOMINVEST's documents page includes the booklet but no longer project list, and no total value has been given for the 100. The ministry's own newsletter describes the forum but gives no project count.
  • A wider pool exists. In October 2024 the Prime Minister's office invited private-sector project proposals for the National Transformation Plan. That pool, and projects still being prepared by sector agencies, may explain a larger number.
  • No deals linked yet. Xidig found no agreements publicly linked to named booklet projects.

Xidig's reading: the booklet is probably the finished, published part of a larger pipeline. No official source confirms this. Until a full list is published, cite 37 published fact sheets, do not combine the 100 with the US$3.49 billion total, and ask SOMINVEST for anything more.

Where Xidig members may contribute

  • Ask for the list: members in contact with SOMINVEST or MoPIED can request the full list and share what is made public.
  • Sector knowledge: members can help identify which projects in their sector are missing from the booklet.
  • Keep track: reporting new versions or additions helps everyone cite the right number.

Possible services, research, supplier or collaboration roles

  • A version log comparing each published edition of the booklet.
  • A public tracker of the programme's projects, if a full list is released.

Who may find this useful

  • Journalists and researchers citing the programme.
  • Investors and diaspora members looking for opportunities beyond the booklet.
  • Officials preparing future editions.

The booklet and the forum

The booklet.

  • What it is: Bankable Projects: Viable Investment Opportunities in Somalia (2026–2030), first edition, published by MoPIED and SOMINVEST.
  • Posted: SOMINVEST's website posted it on 19 November 2025. The page is a document viewer and states no number of projects or total value.
  • Content: 37 two-page fact sheets in ten sectors. See Somalia's Bankable Projects 2026–2030, explained.
  • Versions: the copy Xidig uses has file metadata dated 18 April 2026, the first day of the forum. An earlier copy Xidig saw listed 39 projects and US$3.9 billion. This suggests the file was updated, but no official source says so.

The forum.

  • When and where: Saturday 18 April 2026, the first day of a two-day forum in Mogadishu.
  • Organiser: according to the ministry's statement reported by Dawan, the event was organised by SOMINVEST to present nationally prioritised bankable projects aligned with the National Transformation Plan (2025–2029).
  • The "100" quote: the ministry's Director General said "around 100 projects" were being presented.
  • The programme name: SOMINVEST's director said, "Our 'Bankable Projects 2026–2030' initiative is designed to offer international and domestic investors high-impact opportunities".
  • Participants: the ministry's Somali-language April newsletter lists federal institutions, federal member states, the Somali Chamber of Commerce and Industry, business people, universities and international investors. It gives no project count, value or agreements signed.

Explaining the difference

Possible explanations (none confirmed officially):

  1. A published subset. The 37 fact sheets may be the projects ready for a public booklet, while about 100 were presented or are in preparation.
  2. A wider intake. On 17 October 2024 the Office of the Prime Minister issued an "OPEN LETTER: CALL FOR PROJECTS" for the NTP, asking the private sector to "submit your investment project proposals". Its form asked for sector, location, investment value, jobs and feasibility status. Proposals from that call could add to the count.
  3. Work still in progress. A week after the forum, the ministry and the Somali Civil Aviation Authority met on aviation investment, including "reviewing bankable projects" (SONNA, 26 April 2026). Sector agencies may still be adding projects.
  4. A rounded figure. "Around 100" was a spoken estimate in a press interview.

The scale of the plan behind it. The NTP seeks far more private investment than the booklet's total: its executive summary looks for US$5.3 billion in energy and extractives and US$16.1 billion in infrastructure alone. The 33 clearly printed costs in the booklet add up to about US$3.5 billion (Xidig's sum), only part of that.

What has happened since.

  • August 2026: the ministry's Director General received a Qatari development and investment delegation; financing was discussed, with no reference to specific booklet projects.
  • September 2026: a Somalia Development Finance Forum took place in Mogadishu, and the investment agency met the Somali Bankers Association to discuss "projects ready for funding".
  • Coming up: an EU–Somalia Business Forum was scheduled in Mogadishu for 5–6 October 2026 (as of late September).
  • Xidig found no agreements publicly linked to named booklet projects.

Why it matters for members.

  • Citing numbers: "100 projects" and "US$3.49 billion" should not be combined; the value is Xidig's sum of the 33 clearly printed costs among the 37 published sheets.
  • Finding opportunities: some projects may exist only in the unpublished list, so the booklet may not show every opportunity in a sector.
  • Checking status: projects can be added, merged or dropped between versions.

Three counts for one programme. Only the 37 are published with fact sheets.

Dependencies and implementation constraints

  • Publication of a full, dated list by SOMINVEST or MoPIED.
  • Clear version numbers on each booklet edition.

Risks and unknowns

  • Mixing figures: combining "100 projects" with the booklet's cost total.
  • Outdated copies: older versions of the booklet may still circulate.
  • Unlisted projects: opportunities presented at the forum but not published.

Questions members should verify before acting

  1. Is there a full list of the projects presented at the April 2026 forum? Can it be shared?
  2. Which version of the booklet is current, and what changed from the 39-project version?
  3. Is a specific project in the published booklet, the wider list, or neither?
  4. What is the total value of the wider list?

What is confirmed, and what isn't

Confirmed

  • The booklet's 37 fact sheets.
  • The forum on 18 April 2026 and the Director General's "around 100 projects" quote.
  • The October 2024 call for NTP project proposals.

Our interpretation

  • The booklet is probably a published subset of a larger pipeline.

Not yet verified

  • Any list or total value for the "100".
  • What changed between the 39-project and 37-project versions.
  • Whether the 2024 call for proposals fed the booklet.

Relevant next steps

  • Ask SOMINVEST for the full project list and the current booklet version.
  • When citing, say "37 published fact sheets (MoPIED/SOMINVEST, version posted on SOMINVEST's website)".

More about the source

  • Primary source: MoPIED / SOMINVEST, Bankable Projects 2026–2030, posted 19 Nov 2025, 37 fact sheets at PDF pp.13–95.
  • Earlier copy: Xidig's own record of an earlier version listing 39 projects and US$3.9 billion. It is not publicly available from SOMINVEST's website.

About this report

By Xidig members and collaborators.

Project codes. Codes such as EN-04 or AG-05 are Xidig's own shorthand for the booklet's fact sheets, by sector; the booklet itself does not number its projects.

How we researched it. We read the full 97-page booklet and checked every figure, page reference and quotation used here against it. We then compared the booklet's claims with the official, international, academic and news sources listed below, and we say where they differ. We did not interview anyone for this report.
